A Vision of Inclusion, Empowerment, and Equity – Community Safety

Pursuing community safety is not a black and white application. It requires an approach that hinges on collaboration, empowerment, and trust across all areas of a community. It challenges us to envision and create spaces where diverse individuals coexist safely, with policies and practices rooted in equity and inclusion.

The term “community” is defined as “A body of people or things viewed collectively.” (Oxford English Dictionary) and “safety” is “The state of being protected from or guarded against hurt or injury; freedom from danger.” (Oxford English Dictionary). However, “community safety” lacks a single, universal definition. It’s important to ask ourselves – why this is? At its core, community safety embodies a thriving, sustainable environment where all members can meet their basic needs in education, health, housing, and cultural expression. It reflects the ever-evolving ways we define safety and determine who is included as its recipients, acknowledging that the needs of a newcomer to the country may differ significantly from those of a middle-class suburban parent.

True Community safety is founded on the principles of equal moral concern and equitable moral treatment.

This means recognizing the intrinsic worth of every individual while tailoring safety efforts to address diverse needs. It is not a one-size-fits-all concept; instead, it evolves with the unique challenges faced by different groups, striving to create spaces where everyone feels valued, respected, and secure. By embracing these principles, we can redefine safety as a shared responsibility that fosters inclusion, equity, and trust.

Equal moral concern means treating all individuals with the same inherent respect and value, regardless of their circumstances. (Miller 377)

Equitable moral treatment builds on this by recognizing that different individuals have different needs and tailoring support accordingly.

In everyday practice, this could mean providing accessibility ramps for those with mobility challenges or creating gender-neutral washrooms to ensure safety and comfort for gender-diverse individuals. For further example, workplaces can offer flexible hours to accommodate parents or caregivers, while public transportation systems might implement priority seating for elderly passengers and clear signage for individuals with visual impairments.

In community safety, these principles translate to proactive, inclusive measures. For instance, instead of enforcing one-size-fits-all security policies, public spaces could incorporate empathetic practices, like trauma-informed training for staff or safe spaces for marginalized groups. 

By addressing unique needs, we can create environments where everyone feels valued, respected, and safe.

Community safety is not tied to a single location or demographic but is a practice of inclusivity that adapts to the unique dynamics of each space. It thrives where differing perceptions of safety converge—such as in cultural landmarks, festivals, or urban public spaces—highlighting the complexity of ensuring safety for diverse groups, including staff, visitors, and unsheltered individuals. These spaces demand a departure from rigid, zero-tolerance policies that often perpetuate harm and exclusion.

Instead, this definition of community safety relies on empathy, understanding, and collaboration. It requires designing policies that prioritize the well-being of all, addressing systemic barriers, and ensuring marginalized voices are heard. This approach is vital across all settings, from airports to public transportation. It hinges on innovative solutions like empathetic de-escalation and resource referrals. There are many pathways to this approach, one of which being positioning community members who share lived experiences as Security Guards (Persons Community Solutions).

At its heart, true community safety asks, Who feels safe under current systems?

Too often, safety frameworks serve the visible majority while neglecting the needs of the vulnerable. To create truly inclusive environments, we must shift from alienating practices to ones that uplift and protect everyone, fostering spaces where every individual feels seen, respected, and secure. 

This is not just a goal but an ongoing commitment to equity and justice.

From bustling urban centers or quiet suburban neighborhoods, to small remote communities, the conversation around safety must span all spaces. Making safety a universal priority, begins with addressing systemic discrimination and colonial harm. By rethinking what community safety looks like, we can build spaces that genuinely serve everyone.

True safety is not about security personnel, equipment, or policies—it is about collaboration, inclusivity, and adaptability. Safety must reflect the diverse needs of every community and each of it’s members, then evolve through open dialogue and shared responsibility. By prioritizing inclusive measures, we can create spaces where everyone feels protected, valued, and empowered.
