Not with force, but with connection
COMPASS is a trauma-informed outreach and safety initiative launched in partnership with the Winnipeg Airports Authority (WAA). It is designed to offer a people-first alternative to traditional enforcement in public and semi-public airport spaces.
By focusing on connection over control, COMPASS addresses gaps in the safety net—offering immediate support, reducing crisis response strain, and building relationships where they matter most.
WHAT IS A COMPASS OUTREACH MEMBER?
COMPASS Outreach Members are the heart of this initiative. They are skilled community support workers who serve as a trusted, mobile presence in airport grounds and surrounding areas. Their mandate is simple but radical:
Care. De-escalate. Connect. Prevent.
With the sanction of the WAA under the Aeronautics Act, COMPASS Outreach Members are authorized to operate across publicly accessible areas of the Winnipeg Richardson International Airport (the aerodrome). They help ensure safety not through authority, but by being present, responsive, and human.
WHO WE’RE LOOKING FOR
We are recruiting full-time and part-time Outreach Members to join the COMPASS team. Shifts are flexible and may include days, evenings, or weekends.
Compensation: $25/hour
Are you someone who believes safety should start with dignity? That those facing housing insecurity, mental health challenges, or substance use deserve empathy—not suspicion? Then this role might be for you.
YOU MIGHT BE A GOOD FIT IF YOU:

Have experience (lived or professional) in outreach, harm reduction, public safety, or peer support.

Are grounded, calm under pressure, and able to offer meaningful support to people in distress.

Understand how systemic barriers show up in public spaces—and want to be part of shifting that reality.

Can walk or stand for long periods and work across transit-accessible outdoor spaces.

Are open to reflective team practice, ongoing training, and mutual care.
WHAT YOU’LL DO
Outreach & Engagement

Be a steady presence across the airport’s public areas.

Check in with people who may be in distress or disoriented.

Provide information, referrals, or transportation (in rare cases).

Offer support through active listening, compassion, and consistency.
Crisis Response & De-Escalation

Respond to emerging concerns with calm, trauma-informed approaches.

Reduce reliance on enforcement by resolving tensions before they escalate.

Partner with airport and emergency personnel where appropriate.
Documentation & Systemic Insight

Track safety concerns, trends, and service gaps.

Help us improve through your feedback, reflections, and real-time experience.
WHY IT MATTERS
COMPASS exists because the people most affected by crisis in public space are often the least protected by conventional safety strategies. From the airport terminal to its roadways, hotels, and green spaces, COMPASS makes room for a new approach—one where safety is defined by care, not control.
